Do they really look at letters of evaluation/personal statements and application if barely qualified

I know that many schools have a filter system where if an applicant does not meet the requirements they are automatically rejected. Is this the case when an applicant barely meets the requirements but is not above and beyond or meets the average stats of previous incoming classes or recommended stats? If the applicant paid the application fee, is their whole application not even looked at or their evaluations/personal statements not even looked at either?
 
In general, if the application meets a certain score threshold (some school have this, some schools don't), it'll get looked out. How seriously it'll get looked at depends on the school.
