Do TX schools only accept TX residents?

I just saw the web sites from Baylor, U. of TX San Antonio, U. of TX Houston that it seems they "prefer" to accept TX residents and people from out of states got very low acceptance rate.
Does anyone have any idea?

TX schools are state supported and do not allow a large pop. of out-of-state students in, usually only about 5% (I think, but not sure on that number)
 
deciduous is right. The max that the Tx schools can accept out of state is 10%, but I think that rarely (if ever happens). I was at San Antonio last week, and they said consistently accept about 4 out of state students (out of a class of 90).
