Do VA post-docs open in February and Beyond?

I remember last year that the VA was constantly adding post-docs in addition to the ones announced on APPIC. However so far this year, I haven't seen any additional ones open up.... Does anybody know if the VA always opens up post-docs later or was last year just an anomaly? I guess I could call the VA, but I would be unsure where to start..
