Do you have to send LORs for your primary to be complete?

For all MD schools, you submit your LORs with your secondaries. I noticed some DO schools don't send you a secondary unless they invite you for an interview. For those schools, does that mean you are supposed to send your LORs with your primary?

I was going to wait till I got my secondaries till I sent out the LORs, but if I need to send them along with my primaries I'll do that now. Anyone know? Thanks!

You send your LORs in with secondaries as well when it comes to DO schools.
