I submitted my primary AMCAS application and planned to take the MCAT after but I ended up voiding it so I didn't have an MCAT score for this application so the schools withdrew my application. Do I have to rewrite my personal statement for the next cycle I apply?
Without reading your PS it's a little hard to say, but in general you want to have your application as a whole reflect your most significant experiences, contributions, and growth. If nothing in the past year would be better than what preceded it, then yes, you can use last year's PS and experiences. However, I would hope that the past year has been one of growth in at least some areas so that you will want to discuss more recent activities as well as older ones and at least update some of the material in the application, if not in the personal statement.
