If a person took the August MCAT and every other primary application requirement has been met, does AMCAS wait for the MCAT scores before transmitting the application to med schools?

I don't think so but I would still submit early though. Most people have to wait about 5 weeks for their school transcripts to be verified, and that's without complications. Do it now and you will be verified a lot sooner than you will be if you wait till your scores come out. Any delay is your enemy, be proactive, don't be afraid to call or send e-mails. Those of us who applied later are at a big disadvantage. Applications are usually rolling, and a lot of people are already interviewing.
