Does applying for H1B visa only decrease competitiveness?

Hello,
I'm currently applying for residency position, and I will need visa sponsorship. Initially I'm applying for J-1 and H1B visa, but due to sudden change in government regulation, I might only be able to apply for H1B visa. Most of the programs where I'm interviewing at do state that they sponsor H1B visa as well. However, will a program rank me lower simply because of the fact I can't be on J-1?

Any insight will be greatly appreciated 🙂

What sudden change in government regulation are you implying? I am not aware in any changes to the J1 exchange visa program.

Might not be issues with the US side, might be issues with the country the applicant is from, likely Canada...
