I realize that Baylor has a 3-fold difference in their in-state and out-state tuitions, in spite of its status as a private institution; so I am wondering whether Baylor gives preference in the admissions process to in-state applicants.

Yes, they favor in state.

Yup, about 70-75% of class is in-state and they do favor in-state residents (also there is a seperate in-state tuition). If you get in out-of-state they have some scholarships that make the tuition in-state though

thanks for the responses

I sure hope so.🙂
You might need to do a search for the schools you are interested in.(You could try searching SDN for past topics as well.)
