does complete mean everything is cool?

Schools keep stressing that it is MY responsibility to check if they have all the required materials and whether my file is complete.

I still have to send an LOR at some schools (which they require) and yet I am marked complete. Is it my responsibility to let them know that they don't have the letter they require? Or does Complete mean they went through my file and do not need anything else FOR NOW?

It's ok to call some of the schools and ask if your application is complete. My best advice is just to call the schools and ask. It will help you de-stress a bit.
