Does funding cap only apply to US programs?

You know how each resident has a funding cap (X number of years) based on their first trained specialty?
Does that apply to residents who were trained in another country?
Let's say I were trained for 1 year in another country and I want to start PGY1 in US, would I get 1 less year of funding from ACGME?
