Does STEP 1 mean score differ by states ?

So my brother mentioned he saw in a video by Pass program that USMLE STEP 1 mean scores differ based on states/regions. So for example, if you took the step exam in New Mexico, your mean score will be higher since not as many competitive people are taking the USMLE Step 1 in that state compared to New York for instance. Has anyone ever heard of this? I had assumed they determine mean score based on national averages.

I'm sure that scores differ by state (some states have a high proportion of very good test takers!) but they are standardized against the entire pool.
