Does Step 2 score help after poor Step 1?

If you don't do so hot on Step 1, can a really good step 2 score supersede the step 1 score?

I wouldn't say "supersede", but I would say "help offset". That's why it's reccomended that you take it early if you did poorly on step I.
 
What is considered a great step 2 score? Is an applicant with a great step 2 score considered more competitive because of that? We all have heard that step 1 is often used to set cutoffs and to allow programs to get the applicants to a manageable number. Its probably the most important component as to making someone competitive on paper. I'm just curious where step 2 falls into the application evaluation process when determining who gets interviews and who is considered competitive, if it is used at all.

Maybe the step 2 score gets utilized after the interview process when evaluating the applicant as a whole. Any thoughts or inside knowledge?
