Accreditation by the AACP and the pressure of having a high NAPLEX passage rate forces high standards by all the schools to produce good curricula and faculty to teach said curricula. Thus, there shouldn't be a huge gap between the hypothetical #1 school and the #100 school. Sure, some schools are better than others for an individual student, but the difference is not like the gap between Harvard and a nondescript community college.
IMO, I don't think there's a correlation between quality and region/state like the Northeast versus everywhere else for college. There seems to be a mixture of good, great, and okay everywhere. I can't speak for NY schools.
Curricula between schools are similar, though there are differences in some courses, elective offerings, connection to a medical center, etc.
Basically, you shouldn't fear going out of state if you want to get a great education. You need to examine each school on its merits.
