Does this delay my application?

So i just called UIC and they said they want LOR's sent in with the primary application on June 1st. If i send in my primary application, but send in my LOR's a couple weeks later, does that mean they wont even process my application until my LOR's are in? Does this put me at a disadvantage? The lady in the admissions office did not seem to know many answers to my questions..in fact, most places i have called in Chicago did not seem to know the answers to my questions!
 
LOR with the primary? That's probably news to a lot of people. I'm guessing it has to do with the AMCAS letters pilot program.

It's a common theme at UIC. You only need letters for secondaries at UIC. I went to UIUC and have their application process well known. They send you a secondary with a section to put the names of who will be writing the letters.

thanks for the reply! i will just send with the secondaries...i hate that people are giving me different answers! i mean, if you work in admissions, shouldn't you get your info straight??
