Does your app only get reviewed once both your primary and secondary are submitted?

Example:

Student A submits his primary on 6/1 and his secondary on 7/8.

Student B submits his primary on 6/8 and his secondary on 7/1.

Is Student B's application first in line to be reviewed since their secondary was submitted first?
 
Not necessarily. I've read here that schools can filter certain criteria and view apps in whatever order they choose.
My strategy this cycle was to only apply to 4 or 5 schools at a time and complete their secondaries before applying to more so that they're not just sitting in my inbox for a month. But if schools start reviewing your app before your secondary is submitted I'd just apply to my whole school list today.

Also, some schools screen by reading the primary and only inviting some of the applicants to submit a secondary application.
So, submit them now and let the "lineup" be in your inbox.
You might find that the secondary questions have common themes so it won't be as overwhelming as you think.
