An echo is doubly Doppler shifted (shifted once upon emission and a second time upon reflection).

Here's an example.
Two submarines both move towards each other. One emits a wave towards the other -- it's Doppler shifted. That wave reflects off the other submarine and is again Doppler shifted. The wave appears doubly Doppler shifted to the original submarine (the same one that emitted the wave to begin with).
