Dr Collins Material New or Old?

Just wondering. Thinking about buying Dr.Collins review off someone and am wondering how am I able to to tell if it is an old version or new version and that its complete?

You can't really. The only difference from last year are the updates this year. Ask them how many pages the January, July, and September updates are. They should know if they have the most updated version. Someone posted on here a few weeks ago saying how many pages their updates were and it was wrong.
