Dual applying to surgery preliminary year

Hi guys, I'm applying to ENT this year and am thinking about backup plans. I would be happy to get into an academic general surgery program but I don't have the General Surgery letters to apply to categorical programs. Would it be be worthwhile to apply to Surgery Preliminary programs using my ENT letters? I would rather not SOAP to get into a prelim position.
