E-Submit PTCAS before observation hours?

Can you e-submit your PTCAS application before you have your observation hours? I'm starting my observation hours in September but I pretty much have everything else completed.

yea you can e-submit without completed hours and without completed references. For most schools the hours just need to be done by their application deadline.

Some schools require that you need the hours verified though...

I am a little confused w/ the observation hours. Can I put in the Planned hours -- 40? if I only completed 20 so far? It says "to date" but it only asks for month and year. Will the schools see the current date or "Planned hours"? I would like the schools to see the actual hours I have planned. This would be for the ones I don't need to verify and aren't yet "completed". Hope this made sense. I would have completed about 150 by mid October in 4 different settings.
