E-Submitting before all Letter of Recommendations are complete?

Hi! Do you have to wait for all the references to be completed before e submitting? Also, Is E-submitting mid September for October 15th deadlines late? I see people E submitting already! Thank you!

No, you can submit references after you submit your application. It can take a while (2-3 weeks) for PTCAS to process your application so submit it as soon as possible.
