e-submitting without all materials

I e-submitted my completed PTCAS application on Sept 21st, but the last of my materials (LORs) were received by PTCAS on Oct 1st. Technically does this mean that I e-submitted on Oct. 1st and will have to wait 3ish weeks (what the processing time looks like now) from then? Thanks!

No your resubmit date is still the 21st. They start processing once you submit and they have your transcripts.
