in the destroyer ochem #39, he says that strong bases favor E2 especially on the 3 degree halide.

i dont understand this at all. i thought SN1 and E1 liked 3 halides and it went like this 3 > 2 > 1 > CH3.
and that for SN2 and E2 it wanted small halides and went like CH3 > 1 > 2 > 3.

Can someone please explain this to me.
 
Yes this is correct.. strong bases always favor E2, especially ones with bulky bases like the tert-butyl bases you are referring to. Be sure you are not confusing halide and a base. A tert halide would favor E1 but this is a strong base always E2... hope this helps..
