from msar, i got that oct 15 some schools (such as rush, ucd, u$c) can start admitting students.

Yup .. Oct 15th a bunch of schools do. Just check when people got accepted last year. Give you a rough idea.

Most schools (rolling) will start offering acceptances come October 15 on the dot.
