Early decision for Western/COMP

I noticed for Western/COMP they have early decision but you have to have like a 3.3/27 or better which would usually have a pretty great chance at admissions anyway...Why do they do that? So that all the good candidates whose #1 choice is COMP can get in and then they'll deal with those who are not sure of their #1 choice?
