easy lewis structures question

This is from AAMC 11... (answer is C) this should be so easy but it's blowing my mind for some reason.

If I don't think at all and only consider that N has 5 electrons and O has 6 electrons then the lewis structure makes sense to have 11 electrons.

But... what about the octet rule?The octet is not satisfied and I've never really seen radicals in a Lewis structure like here..Am I just overthinking this and was expecting structures like usual with full octets like normally seen?

You may encounter Lewis structures with radicals or atoms that violate the octet rule (B, Be, anything beyond group II elements that have expanded octets), so don't be surprised.

From this question, you can easily rule out everything else because everything else has a net charge =/= 0. Quickly do the formal charges on each atom and you'll see.
