I am sure there is already a thread about this but I haven't been able to find one. Could someone tell me what the best format for your EC's on the AMCAS should ideally be? Does it matter if it is in bullet-form, or paragraph-form? Also, how detailed should you be?

And last question- is it more important to fill up all the 15 spots if it means including less significant activities, or is it better to have less, but all high 'quality' activities?

I think your thread will be merged into this one. Definitely spend some quality time reading it. You'll get a lot of your answers there.

As for your questions:
1. You can go either way, it's really up to you. Do what you feel most comfortable. LizzyM, the board's resident adcom, suggests short and precise entries (so bullet-points) since adcoms read a lot of apps and don't want to be bogged down in reading lengthy descriptions. OTOH, some students claim success with longer, more detailed descriptions. I would lean towards bullet-points, but if you feel like you gotta write paragraphs, don't let me stop you.
2. Quality over quantity. It applies in this instance as well. Don't feel obligated to fill all 15, I know I'm not going to do it.
 
make the explanations as straight to the point as possible...the shorter the better since the Adcoms have so many application to read, but while not leaving anything important out
put all the activities that you find important and want the Adcoms to know, its perfectly fine to have all 15 activities filled out as long as they say something about you and how you spend your time
