I'm not really sure what this question means. Does it mean like take a semester off or have a semester that your grades lapsed?

That question is asking if you took a year off to be an au pair in France. Not whether your grades are an upward trend.

So if I took a year off (to relocate and get residency in another state) I have to explain myself?

it usually means if your education is interrupted for whatever reason

*death in the family
*illness or injury
*having to work to pay for school.
