The answer key says that Ka is concentration of products divided by concentration of reactants, not including pure solids and liquids. However, the key says that the Ka of this reaction is:

Ka = [H+][IO3-] / [HIO3]

Reaction: (H+) + IO3- --> HIO3

No. Ka is always [H+][A-]/[HA], no matter which direction the reaction is written. The K for the reaction as written will be 1/Ka, but if the question was asking specifically for Ka, then the direction of the reaction does not matter.
