Electron configuration excited state

The ground state of neon is 1s2 2s2 2p6

What would the excited state be? Is it 1s2 2s2 2p4 3s2
The pi orbital is not filled up. Is that right?

well... Neon is a noble gas and usually noble gases are non-reactive simply for the fact that thier valance shells always occupy 8 electrons....

So I guess you can say that Neon's excited state is 2s2 2p6 (but it don't make much sence to me since the valance has 8 already)... see what Im saying ?
