Why is Cl more electronegative than I?
TPR give this explanation "because decreased nuclear shielding allows for a stronger pull on the valence electrons"

Why does Cl have decreased shielding? Isnt the Zeff the same?……..help anyone

It is my understanding that less electrons = less shielding by the inner shell electrons and therefore the protons in the nucleus of chlorine hold the electrons closer to the nucleus and each electron feels a greater average "pull" towards the nucleus making it more electronegative.
