Transfers are very rare and typically happen between 2nd and 3rd year from what I have heard. I just looked up my schools policy and you are only eligible to transfer between 2nd and 3rd year. No D's or F's are accepted either.
Here's UTs policy
If you've failed two classes and require remediation of a year I can't see a Dean writing a good letter of rec for you.
May I ask why? Only very rarely are people successful transferring. It is entirely dependent on curriculums lining up and space being available. In your case it’ll probably be impossible, as you’ll be seen as a liability because of your previous F’s. Are you being dismissed from your current school?

I can't see that as a valid reason they would let you transfer, especially considering your grades. Will your dad moving put you in some kind of hardship?
Yeah I don't see this happening.... Especially with your grades. Unless you are the caregiver of your father and he absolutely needs you to be with him, I don't see that being a valid excuse.
This is a pipe dream. No school is going to take a transfer of a crummy student who's failing courses. Transfers are so exceedingly rare anyway and certainly following your parents around is not a valid reason. I would take a very hard self reflective look at yourself and determine if your willing to get your act together and repeat the year (many have done successfully so it can be done) or if you need to cut your losses and purse another career path.
