I currently have my ERAS submitted, Step 1 & 2(CK) released, my personal statement finished, but only two non-EM letters uploaded. I'm awaiting 4 other EM letters and my Dean's Letter. Should I go ahead and apply to all the programs I'm interested in? I've read a number of their websites which state that only complete applications will be reviewed, after which interviews may be offered. Complete is usually defined as all of the supporting documents. I want to get my foot in the door as early as possible, but it may not seem to help.
 
I'm fairly sure that the way the system works is that each program sets up parameters that must be met prior to downloading an application. For example, if program A's parameters are just the application has to be complete it would download your app right away, but if program B's parameters are set to not download you app until everything is complete then ERAS will just wait. Ultimately I don't think it will matter too much either way because I doubt anyone will offer interviews prior to reading an EM SLOR (unless you rotated there). I sent my app in and applied to programs without my EM letters of rec in and I have gotten interviews already.
 
I think the best answer you could get would be calling the programs that you are most interested in!
