EM/IM programs

I am looking into applying to EM/IM programs, but do not want to end up in a crummy combined program. So I am also considering applying to some top IM programs and then doing EM later. Does anyone have any feedback on the better EM/IM programs.

From what I've heard every single EM/IM place is SWEET. I wouldn't worry about the quality. theres only a handful in the first place (ie 10)
