If your package actually went all the way through the application process, then the documents should be stored at your regional recruiting command. I had the same issue with my recruiter. I submitted all my stuff to a chief in May, and then she turned over in August to a LT. The LT said I had to start all over from the beginning and not only resubmit all the documents, but redo them with new dates, new everything. I was pissed because I knew it would take time and I wanted to get in on a limited number of HSCP, not HPSP. He also told me this several weeks after telling me he's going through everything.
I end up running into another recruiter back closer to my college who says everything should be stored with the main recruiting command. He calls them, gets them to pull all the documents and put them on a CD, and sends it to my new LT recruiter. LT is like "cool," we're still going to redo most of these just to be sure they're done right.
Ended up missing out on HSCP.
So, long story short, if he deleted an e-mail, it's probably gone. Someone in IT could probably go searching for it, but they're not going to do that for you. It may still be in his e-mail and he's just too lazy to look. Or, if it was submitted to the regional command, then they may very well have it, he just doesn't feel like getting it for you. Or maybe it's all gone.
