(Endo) PASS and Letters of Recommendation

I can't seem to figure out where to submit my letters of rec on the PASS application? Does anyone have an idea the "Professional Evaluations" tab looks promising but according to the instructions it only accepts 2 evaluations when most Endo schools require 3. Am I supposed to just submit 2 to PASS and have my 3rd letter writer manually mail out their LOR to all the schools or is this the wrong area to submit a LOR to?

"ADEA PASS will process up to two Professional Evaluation Forms (PEF) submitted on your behalf to a program you designate in your application."
