How can we tell if an enzyme needs to be activated by phosphorylation prior to use?
eg. MAPK needs to be activated by phosphorylation nut hexokinase does not have to be activated

Is there a way we can tell based on its functions, naming etc?
 
There's no way to tell just from a name. If phosphorylation activates/deactivates an enzyme, the passage will give you this information.
