A friend and I ran into the same problem. Our applications were approved back in the summertime. We decided to pick a testing date together after studying for a while to get a sense of reasonable expectations of ourselves. By the time when we were ready to register, the link provided by the board led us to the new portal, which did not recognize our IDs. We both received the same error message that instructed us to reach out to the board for a new approval. We had to write to the board. Luckily, the PA board is very responsive to email inquiries (so far 2-3 days turnaround time). After getting new approval from the board, we were able to establish an online account, using the new password and were able to register. It looks like every state is different. The new portal is different than the older one. You need to make a payment before being able to see the available testing dates. In other words, have your money ready before you are allowed to pick a date. The old site allowed us to explore testing centers and available dates without any hurdles. Good luck!
