I'm bit confused, hope someone more experienced can help. Is it better to send out CAF/transcript/usmle/1 or 2 LOR first (on sept 1) and then add LORs and Personal statement at later date. Or is it better to delay it a couple weeks and send them all together?

I think you need your personal statement in as soon as you're finished. Once that is in, I'd just start releasing your information even if all your LOR are not in. I was getting interviews before my file was complete.
Turn in your materials as soon as you can. No need to wait until your letters are all uploaded. Many programs wait until the dean's letter before issuing interview invites, but some programs issue interview invites on just the initial CAF/PS.

BTW, anyone know why sga get banned?
uprobably less than a year out could cost if one was very selective, only applied to a handful of programs and did not match.
You must be using the "sga430" method to getting into a psych residency.

When is "too late" to put in your app? I am still weeks away from officially applying. Will it hurt me (and how will it hurt me) if it's Oct before I apply??

I'm apply sometime next week. The PS is holding me up. Not sure how to write it or what it should say. I feel like I'm too old to slobber anymore. So . . .this is my big hang-up at this point.

What if I've already assigned this LoR writer to my application? Won't programs see that I've "de-assigned" him from them?

Im not applying to psych (a sister field though) and I'm not saying this with any basis whatsoever... I just gave 4 LORs for ALL programs I applied too. I don't think (and this is just my personal opinion) a PD will take it against you if you have too many LORs...He can just choose to read one or nothing at all. I guess it will matter if you have one truly excellent LOR that might get drowned out by mediocre ones

I've talked with two pds at two programs most of us would consider top 15ish, and each of them specifically was slightly annoyed when people didn't follow their specific directions. Of course, some programs don't even list their preferences on the site, so in general, it probably doesn't matter. But I'd hate to not get an interview somewhere because I happened to hit an arbitrary pet peeve of a PD.

Also, when a place says they want "at least three" LORs, is it good to submit just three or is it better to do four? At least two places I can think of say "at least three."
Some programs indicate 4 letters on Eras but 3 letters on their website. Anyone know which is more accurate?
having a completed application done early isnt as important as just having some stuff in and having your name being circulated around at the programs you are interested in. get the personal statement and LORs later, those are less important.
