The answer should be C, not E as stated in the answer key. Since it was asking for the conjugate base, the answer should have the correct resonance with an overall charge of -1. C is the only correct resonance structure. E (kaplan's answer) has the carbonyl carbon with 5 bonds and an overall formal charge of -2 .
