You should emphasize in your personal statement that you have a desire to practice dentistry in under-served rural areas...and build up from there. Make sure, you back it up with experiences and can prove that you have actually volunteered or done something for such communities...otherwise it will look like you are blowing smoke out your ass. Don't necessarily say you wish to practice back in Alaska, because you are right, dental schools usually want their graduates to practice within the state...not a written rule, but it is there.

This will definitely help you, but like I said...provide some experience that shows you are sincere about this.
