it blocks lactation. until delivery when the hormones fall releasing the inhibition allowing for lactation to take place.

cant have the mom lactating when theres no baby 🙂
 
What does it mean in first aid when it says "estrogen stimulates prolactin secretion, but blocks its action at the breast?"

Also recall that PRL inhibits GnRH, another important reason it's increased. You don't want to be ovulating the second you aren't pregnant anymore.
 
During pregnancy, estrogen increases the secretion of prolactin but inhibits the expression of prolactin receptors in breast tissue.
