I've seen some doctors in the U.S. advertise that they have a "European Medical License." Can anyone tell me what they are referring to? Is it that there is a certified license that is good throughout the EU? or perhaps that they have a medical license in one country in the EU and it is transferrable?

Any resources of website that discuss this would also be greatly appreciated.

Who are these doctors and what are they advertising this for?

In many countries of europe, not just the EU, if one gets a medical license, it is valid in other countries that recognize it within Europe.

It would be somewhat prestigious to have a license from a top western European uni, but when they don't specify, it could mean they were schooled in Romania, Bulgaria, or any other country where the system is substandard.

What they probably mean is that they have a license to practice medicine in one of the EU member countries, and these are transferrable/accepted in the other EU member countries.
You could get more info on this from the "physician chamber" of the country you are interested in. (You have to become a member of the country's physician chamber to practice there. You'd have to show them your EU country's license to practice medicine and your proof of passed exams/state examinations of the original EU country, sometimes among other things, like proof of residency... etc.)
