Evaluators Change

Ok i have my entire app ready and I'm waiting for LOEs. I just read in one of the posts that we can submit the app and then turn in LOEs later? Or is that the case only if the evaluators r themselves turning in later?

Also, can we change our evaluators or is that fixed? I have a bunch of people who have agreed to write my LOE but I will submit them depending on who is done first. Please advise.
