Experience establishing residency while in school? UCBSO website claim?

I was taking a look at UCBSO's website and they stated that a lot of their out-of-state students become legal residents by their second year. From my understanding, this is pretty much impossible. Have any of you had experience attempting to establish residency?

Most of schools let you do that for tuition purpose.

Why would it be impossible? Maybe if you were not a U.S. citizen, but once you move, get a state driver's license, have proof of address, pay state income taxes, etc for 12 months. I've seen it done successfully and easily.

So you'd need a job right? I'm an out-of-state undergrad in washington and to gain residency we can only take i believe 3 or 4 credits a semester while working for at least a year. And I've heard stories of people getting married and settling down/working in a new state and still not being able to get residency immediately.
