FAFSA and CSS Profile

do you wait to fill both of these out as soon as it turns 1/1/14? I know you wait for the FAFSA, but am not sure about CSS Profile

As far as I knew the CSS Profile is done by undergraduate institutions, specially Ivy Leagues and/or top universities which need more information than FAFSA asks but Schools like Tufts use it so you should do them asap.
