Failed Step 1

I repeated my 2nd year of medical school and failed step 1 twice and passed on my 3rd try with a 207. I am interested in Emergency medicine. I go to a medical school here in the USA. Is there any EM residency program that will look at me now?

Yeah, it's going to be difficult. You need to take Step 2 early (have the score by the time ERAS goes in) and improve significantly. Also, do at least a couple of away rotations at less-competitive programs that you like and impress the right people.

Even then, you need to be considering a backup plan. The EM match has been brutal the last few years.

Yeah this. In this year's match I had a friend with no red flags, mediocre grades and step, didn't match in EM. Once you have red flags, you need to be thinking about backup specialties.

EM is moderately competitive, even for applicants with no red flags. You have two huge ones. Your best bet is probably family medicine. Once you graduate from residency, you could apply for ER jobs, which do take grads from family medicine and internal medicine residencies. That way, your practice could be more tailored to emergency medicine.
