It can be hard to get, because they want you to prove why you weren't capable of raising the money yourself. That means you have to justify every expense in the last year. If you don't get it, you can still ask schools to waive the secondary application fee. They will want similar financial info, but some (alas, not all) admissions offices are receptive to applicants who call and say the secondary fee is a hardship, and is it possible to waive it, please? Just make sure you call as soon as you get the secondary application, in case them making a decision on waiving the fee will delay them reviewing you application.
