FAP Poverty Guidelines/Eligibility Quesiton

Hi guys!

I'm planning to apply for the 2018 application cycle and wanted to fill out and submit my FAP paperwork, but I'm having a bit of trouble understanding whether or not I'm eligible. The poverty guideline for a two person household is determined to be 16,240. According the the guidelines hopeful applicant's "must not exceed 100% of the U.S. Poverty Guidelines..."

This may be a bit of a stupid question, but by a 100% does that mean I am eligible if the household's combined income is less than $32480?

Mine was not below that and I was awarded. OP, my household was close to yours and I got it.
