Hi! Quick question-- the FAP releases decisions on June 13th. Do I need to wait until then to submit my application? Thank you!

I would. Once you have an FAP, you don't have to pay the extra fees for AADSAS and you would be eligible for waivers for school-specific fees if they give waivers.
