If I wanted to have my application in at the very earliest would that mean I would have to have it ready by July 1st or July 15th as per the new ERAS timeline?

You can start entering your application on July 1st.

Programs can start downloading on July 15th.

You can't possibly have your application "ready" by July 1st, since that's the day you can start.

So the answer is July 15th.
